The Canada Disability Benefit (CDB) was first introduced as Bill C-35, and was originally tabled in June, 2021. Due to the 2021 federal election, the CBD was halted; it was such a huge blow to every disabled person in Canada.
After waiting almost a year, the CDB was finally re-tabled on June 2nd, 2022, under the title Bill C-22.* We wait again as the bill is currently in its second reading.
Nevertheless, there is hope that Bill C-22 will be adopted in the House of Commons and Senate shortly. In February 2022, Member of Parliament (MP) Mike Morrice presented a Private Member's Motion (M-48 Canada Disability Benefit) urging the federal government to fast-track the implementation of the Canadian Disability Benefit.**
In April 2022, MP Morrice, along with numerous MPs from the Bloc Québécois, the Conservative, and the Liberal parties, along with independent MP Vuong, signed a letter demanding the government to prioritize the Benefit and include individuals living with disabilities in the development and the implementation of the Canadian Disability Benefit.***
The cross-party agreement and push for the implementation of the Canadian Disability Benefit are extremely encouraging. The purpose of the CDB is to help bring disabled Canadians out of poverty. The CDB was designed to top off existing benefits, such as AISH, ODSP and CPPD. Now, I'm unaware of CDB's criteria. However, I've heard that the Disability Tax Credit would serve as a filter—meaning if you receive it, you'll automatically be registered for the Benefit. This credit will be a massive win for all of us living under the poverty line. The possibility of additional financial assistance is exciting and hopeful, especially in this economic climate.
